Reactors provide energy generation and storage. Without energy, most components will not function - only a ship's engines will run, and then only at one-third of their normal capability.
Reactors need fuel to run, drawn from fuel cells. "Efficiency" represents how much fuel is required to produce energy, so smaller numbers are better. "Output" is how much energy one reactor can produce in one second, while "Storage" determines the maximum available energy for shields and weapons.
